The tool is simple to use, however it may take some time for you understand how to actually us it. To load a keyboard layout, you need to select File -> Load Existing Keyboard menu. It will load a layout which you can edit.
To test a layout created, select Project -> Test Keyboard Layout, it will open a text editor where you can type and check what is being written. To finish creating a new layout, you first need to configure it by selecting Project -> Properties. Then you need to click the Project -> Build DLL to start building the layout created.
