Solution to “This operation has been cancelled due to restrictions in effect on this computer”
The problem was faced by one of our readers who faced the following error message whenever he clicked on a drive to open it and see the contents.
“This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator”.
Cause of the problem:
The problem is confirmed to be caused due to change in the default web browser or the Internet Explorer.
Steps to fix the problem:
You can try following solutions and see which one fix it for you.
Solution 1:
• Go to Control Panel -> Add Remove Programs, click on Set Program Access and Defaults.

• Open up the configuration whichever is selected and change the default web browser to something else.
Solution 2:
• If you use older versions of IE then upgrade it to the latest one.
Solution 3:
The problem can be caused due to the corrupt or damaged key HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command.
So just download this file, unzip it and double click to extract the registry.
Solution 4:
• Open registry editor and search (Ctrl + F) for the value nocontrolpanel.
• Change its value from 1 to 0.

None worked. Running IE8 with Vista Business. Also have Firefox 3.0

I am getting the same error when i clicking on IE8-WindowsXP-x86-ENU setup, tried the above steps but still the same

None of these options worked for me.
What did work was to create a new login and no more error messaages were generated.
Then copy all of the users files to the new profile

Thank you so much it’t the day after thanksgiving and I’m at one of my clients and I’ve tried everything from combofix, the the regersty nothing worked. Finally I found solution 3 and it worked great thanks a million have a wonderful holiday season

I spent a lot of time trying to fix this problem. it turns out it started when I uninstalled Google Chrome which apparently leaves code on the comoputer when renders links in emails/documents inaccesible. If you had installed/uninstalled chrome, you need to put it back and set your default browser to internet explorer and the problem will be solved.

Hiya just wondering how much anyone knows about windows 2000.
i disabled a few policies which i dont think i was supposed to using gpedit, and now i cant access anything.

hello…i m using datacard for internet connection.when i click thependdrive symbol to “safely romove hardware” it showed like”this effect has been canceled due to …”.moreover control panel is not opening…what should i do to fix this problem…..reply plz..i need it badly..

The problem started when I uninstalled Norton antivirus from my computer. When I clicked My Computer for Properties it did not work. The restriction message popped up.
Then when I have looked for control panel it has vanished.
Your instructions to solve the problems are very user friendly than that of Microsoft. Really helpful.
The Solution 4 worked for me. The control panel has now reappeared in my computer and now I can access properties panel on clicking My Computer. Thanks for publishing these userfriendly solutions that any one can work on.

Solution 1 worked for me. I suddenly started getting this message every time I clicked a link in Outlook 2003. I never even use IE, though the wretched thing is on my machine.

When clicking on a hyperlink in an e-mail, I get this Message : “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.” I get this message every time that I attempt to use the hyperlink. I am the administrator on this stand alone computer. How do I deactivate this feature so that I activate hyperlinks ?
This is not an Outlook error. The most common cause is a corrupt registry key in Internet Explorer. The registry key found at
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command
is either damaged or corrupt.
To fix it, try resetting Web settings in Internet Explorer. If this does not resolve the issue, set IE as the default browser following the steps in Set Program Access in Control Panel. If you use a different browser as your default, you need to set IE as the default until you verify the links work in Outlook.
uninstall Chrome
In addition to Chrome and Firefox, other HTML rendering and editing programs may take the HTML open command and cause this error. Greg reports UltraEdit is one such program.
If you received this error after uninstalling any application that takes over the HTML open command
(including, but not limited to, Chrome & Firefox browsers) you may also need to change the HTM/HTML
association in the registry.
1.Start, click Run, type Regedit in the Open box, and then click OK.
2.Browse to HKEY_CURRENT_USER\Software\Classes\.html
3.Right click the value for the .html key and select Modify…
4.Change the value from “ChromeHTML” to “htmlfile” (or from FireFoxHTML to htmlfile)
Repeat these steps for htm and .shtml keys if they exist. You may also want to check the xhtml and xhtm keys.
